Look has the simple earthtone clothing blends right into the background. The clear focus of this image is the subjects face. We want to stay away from bright color or patterns in nature.

This dress does have a little more pattern but the colors blend with the image a little better. We need to decide is the image about the the subject or the dress. A dress without a pattern is always betting in nature.
When to Wear bright color or loud clothing
Outdoor portraits in general are not the place for bright colors or loud clothing. If you want to show off this style a photograph in the city with a neutral background without texture is the perfect place for this contrast.
My suggestion for images in nature are earth tone colors. You can wear white, but in certain situation it can overpower the subject. Your eye naturally goes towards the brighter part of the image. Usually, you want that to be the face of the subject, not the shirt.
If you have neutral background without texture, like concrete in a city, that is a great place for loud clothing and textures.
